General description

The information is based on a quarterly statistical return completed by local authorities in Wales. The information is collected in order to establish the number and type of households that were provided with assistance by local authorities during the period. It is also used to establish the number of homeless households in temporary accommodation and the types of accommodation provided. This data is used by the Welsh Government, homelessness agencies and other housing organisations, in order to help monitor trends in the overall level of statutory homelessness across Wales.

Disclosure control has been applied to the data. All figures less than 3 have been supressed and shown as a ‘*’. All other figures are rounded independently to the nearest 3. As a result, there may be a difference between the sum of the constituent items and the total.

Statistical quality

There are a number of factors (including timing issues, the recording of multiple outcomes and local authority IT reporting systems), which have impacted on the quality and accuracy of the data collected and published on statutory homeless for 2015-16. These are mainly due to the legislative changes introduced in April 2015 and the time needed for the local authority data providers to fully absorb the impact of these changes and to adjust their internal systems and processes accordingly. Further information is provided in Section 2.2 of the accompanying annual statistical release.

Whilst we have worked closely with local authorities to improve the quality of the data there is a limit to the improvements that can be made retrospectively to the 2015-16 data and some concerns over the quality and accuracy of the data remain. Although the pre April 2015 statutory homelessness statistics were designated as National Statistics, given the concerns over data quality a temporary de-designation of the Homelessness Statistics data for 2015-16 has been agreed with the UK Statistics Authority. The 2015-16 data as published on Stats Wales and within the accompanying release are therefore not classified as National Statistics.
