DateData is submitted via SITREPS on a daily and weekly basis. At present the quality of the daily reported data is not robust enough for publication, therefore data for this release is taken from the validated weekly reports to ensure greater reliability. As a result, this release presents information based on a four/five weekly cycle rather than calendar months. The number of weeks in any given cycle is based on how many Mondays fall between the end of the previous cycle and the end of the month. It is the week end date, always a Monday, which is used to determine the month a particular weekly report belongs to.[Filtered]
TargetThe Annual Operating Framework (AOF) for the NHS in Wales for 2009-10 includes a national target that states: (i) 95% of new patients (including paediatrics) spend no longer than 4 hours in a major A&E department from arrival* until admission, transfer or discharge; and (ii) 99%** of patients spend no longer than 8 hours for admission, transfer or discharge.* the four hour period starts from when the A&E staff are notified in person that a patient has arrived and needs to be seen within the A&E Department. [Collapse]All Emergency Care FacilitiesPrior to April 2012, Major A&E Departments data was supplied monthly and Other A&E/Minor Injury Units data weekly and converted to monthly, to produce a combined figure for All Hospital Emergency Care Facilities. <br /><br />From April 2012, minor injury units/other A&E departments now also supply their data via EDDS on a monthly basis, so the data for major and minors is now taken from the same data source and no conversion is needed. These changes will not affect the major A&E department data and are not expected to have any real impact on the all emergency care facilities data.  However, users should consider the minor impact this will have on the data relating to attendances at other A&E/minor injury units for April 2012 onwards. Please see the quality report for further details.
[Collapse]Major A&E DepartmentsMajor A&E Departments - defined as a consultant led service with appropriate resuscitation facilities and designated accommodation for the reception of accident and emergency patients.  These departments must provide the resuscitation, assessment and treatment of acute illness and injury in patients of all ages, and services must be available continuously 24 hours a day.[Collapse]Other A&E/Minor Injury UnitsOther A&E/Minor Injury Units - defined as all other A&E/casualty/minor injury units which have designated accommodation for the reception of accident and emergency patients and can be routinely accessed without appointment, but which do not meet the criteria for a Major A&E Department.

General description

1. Situation Reporting system (SITREPS) was introduced in December 2000 and data is submitted by NHS Trusts in Wales. It is a "real time" data collection and reporting system which involves the collection of key indicators to help determine the extent of emergency pressures on NHS organisations and their performance against key targets. These include information about the length of time patients wait in hospital emergency care facilities, the subject of this table. A review of SITREPS in early 2006 resulted in the issue to NHS Trusts of a revised set of indicators and guidance for reporting. These changes were implemented from mid-May 2006. Therefore to present a consistent time series this table includes information from June 2006 onwards.
2. The figures in this table represent the total time spent in a hospital emergency care facility from arrival until admission, transfer or discharge. They do not include planned follow-up attendances agreed or requested by a clinician.
3. The figures in this table relate to all patients, including paediatric patients. A paediatric patient is defined as a patient up to and including the age of 16 years.
4. Where a patient is transferred from A&E to an interface facility, the clock on the time spent in A&E departments only stops if the environment in that facility meets the minimum criteria (detailed below). Where the criteria is not met, the facility is considered to be an extension of the A&E department and is subject to the waiting time target. Interface facilities, which can include observation wards, medical/surgical assessment wards, clinical decision units, short stay admission wards etc, constitutes a ward only when the patient has:the same privacy and dignity as other inpatient wards in the hospital; access to toilet and washing facilities; no staff or public thoroughfare through the area; facilities to securely store their belongings; sufficient space between beds to allow visitors to be seated in comfort; provision of hot meals and appropriate access.
