Data Provider: Welsh Government National Statistics Delay length by LA of residence and delay band

At the start of the COVID-19 pandemic, the Welsh Government suspended delayed transfers of care (DTOC) reporting requirements. In the interim, Welsh Government introduced the COVID-19 Discharge Requirements, which included a new discharge process with increased focus on rehabilitation and reablement. The Welsh Government emergency care policy and performance team and the NHS Delivery Unit have been collecting interim weekly delayed discharge data to manage the new arrangements. This data does not measure delayed transfers of care in the same way as the previous data collection, and has not been assessed against the standards of the Code of Practice for Statistics. Options for future collection and publication of data and performance measures will be developed over the coming months whilst the data collection continues to be suspended.

[Collapse]Stage of DelayReasons for delay can be categorised according to whether the patient\'s next stage of care is known to be outside the NHS. Note that this grouping is a central allocation of the detailed reasons for delay and its accuracy will depend on the consistency with which reason codes are assigned to patients by staff in NHS Trusts who supply information to the central database. General description

Data on the numbers of people experiencing a delay in the arrangements for them to leave hospital, for example to go home, or to move to another more appropriate facility within the NHS, eg from an acute bed to a rehabilitation bed.

Data collection and calculation

The major source of data for this release is an administrative system, the Delayed Transfers of Care (DToC) database. The DToC database is an all-Wales census system operated by the NHS Wales Informatics Service to which each NHS Local Health Board enters a record for each patient with a delayed transfer. The census date is the third Wednesday of each month. Three weeks are allowed for validation by the relevant LHB and local authorities before the data is downloaded by the Statistical Directorate as an Excel spreadsheet. Data is then transferred to an ACCESS database; any queries on the new data in the context of the time series are discussed with policy colleagues and data suppliers in LHBs and Trusts.

From 1st April 2019 health service provision for residents of Bridgend local authority moved from Abertawe Bro Morgannwg to Cwm Taf. The health board names have changed with Cwm Taf University Health Board becoming Cwm Taf Morgannwg University Health Board and Abertawe Bro Morgannwg University Health Board becoming Swansea Bay University Health Board.
